NPPC Case No. 96-6, Case No. 96010, Douglas Vance:
Respondent falsified application form answering "no" to the question, "Have you ever had a certificate or license revoked or suspended?" (see Case No. 90049); brought photographs of nude men and women to class he was substitute teaching which were discovered by students; approached female student showed her photograph of nude male and asked her if he could photograph her.

NPPC Case No. 97-1, Case No. 996001, Thomas J. Ketterling:
Pled no contest to the Class III Felony of purchasing videotape which contains depictions of sexually explicit conduct which has a child as one of its participants or portrayed observers.

NPPC Case No. 97-5, Case No. 96012, Tamara K. Larson:
Respondent falsified reports regarding post-graduate hours and was paid $1,482. more than she was eligible to receive. Respondent also was found guilty of one count of theft for writing unauthorized checks on the Banner County Education Association while sec./treas. and was sentenced to one year probation for the check charge.

NPPC Case No. 97-7, Case No. 96024, Kirk Schuerman:
Petition alleged that Respondent on more than one occasion had inappropriate contact with students, "grabbed hand and played with it;" "rubbed shoulder while he talked to her;" "put his hand on her knee, and put his hand on her hand;" "touched her shoulder and placed his hand on the middle of her leg above the knee;". Parties entered into a Settlement Agreement for Revocation of Certificate which was filed with the Commission.
NPPC recommendation - Two-year revocation. State Board concurred.
NPPC Case No. 97-8, Case No. 96036:
Petition alleged that Respondent had failed to report 3rd degree assault charge, a trespass to property of another conviction, an injury to the property of another conviction, and a disturbing the peace conviction when submitting an application for a teaching certificate. Additionally, under oath, the Respondent failed to report these convictions and failed to give an accurate account of events which resulted in an assault conviction.

NPPC Case No. 98-1, Case No. 97004, Samuel B. Pratt:
Respondent pled guilty to and was convicted of a felony in the U.S. District Court for the District of NE.

NPPC Case No. 98-2, Case No. 97003, Scott P. Schmer:
Respondent had four male students at the Henderson Community Schools completely disrobe, which made students uncomfortable. Respondent used the school district=s computer system to send an e-mail message of a sexual nature to a male professor at a private college.
NPPC recommendation - to accept Settlement Agreement and revoke certificate for ten years. State Board decision - concurred with NPPC.
NPPC Case No. 98-4 Case No. 97017, Jerilyn Ann Cash:
Respondent pled "No Contest" to a charge of Abuse or Neglect of a Disabled Adult.

NPPC Case No. 98-5, Case No. 97002, Bill Lambrecht:
Respondent received reimbursement from the Nebraska Department of Education and from Midland Lutheran College for the same activities. Respondent submitted vouchers for reimbursement for his wife to participate in administering tests even though she did not participate in the administration of the tests.
NPPC recommendation - to accept Settlement Agreement for two-year revocation. State Board decision - concurred.
NPPC Case No. 98-6, Case No. 98003, Kevin J. Moran:
Respondent pled "No Contest" to a charge of Indecent Exposure pursuant to a plea agreement wherein the prosecutor agreed to dismiss the charge of lewd conduct.

NPPC Case No. 98-7, Case No. 98004, Doug Donnelson:
Respondent admitted to having sexual intercourse with a seventeen-year old female student of Millard North High during the 1997-98 school year.

NPPC Case No. 98-8, Case No. 98002, Robert G. Diekmann:
Respondent entered into a pretrial diversion program for a charge of public indecency. Respondent was in Holmes Lake Park during the daytime in a school district car where it was observed that a female was performing a sex act upon the respondent.
In a Settlement Agreement the NPPC recommendation is two-year revocation. State Board decision - concurred.
NPPC Case No. 98-09, Case No. 98027, Kelly J. Faiman:
The Respondent's South Dakota teaching certificate was revoked for having a sexual relationship with a student at Dakota Valley High School where he was employed as a teacher. He was subsequently sentenced to one year in the county jail in Union County South Dakota and fined $1,000 plus court costs. The Court suspended all but thirty days of the jail sentence on the condition the Respondent pay the student's counseling costs and have no further criminal offenses for one year.
NPPC recommendation - permanent revocation of the Respondent's Nebraska public schools teaching certificate. State Board decision - concurred.
NPPC Case No. 99-1, Case No. 98202:
Respondent was convicted in the Douglas County Court of lewd conduct for an incident occurring at Lake Cunningham in Omaha, NE. At the time of said incident, the Respondent was employed by the Millard Public Schools.
NPPC recommendation - two-year revocation. State Board decision - concurred.
NPPC Case No. 99-3, Case No. 98030, Daniel Ohlrich:
Respondent engaged in an immoral act, exploited a professional relationship with a student, and sexually harassed a female student. Testimony was received regarding Respondent's conduct while he was employed at McCool Junction High School and Lewiston High School.
NPPC recommendation - permanent revocation. State Board decision - concurred.
NPPC Case No. 99-4, Case No. 98017, Ronald Kelton:
The petition alleged certains acts of conduct, including: that the Respondent disregarded school board directives and policy and Department of Education regulations. That he also used inappropriate language and profanity in professional settings. He mad derogatory comments about school board members, students, and patrons. That the Respondent engaged in dishonset and deceptive practices with the board and he released personal information regarding the physical condition and treatment of a special education student to a newspaper. Additionally, that the Respondent mismanaged the school district's Title I Federal Program.
NPPC recommendation - Permanent revocation. State Board decision - concurred.
NPPC Case No. 99-5, Case No. 99001:
Submitted application for a Nebraska teaching certificate answering "no" to the question, "Have you ever been convicted of a felony?" The Respondent was convicted in 1980 in the Lancaster County District Court for the offense of accessory to a felony and was placed on probation and satisfactorily completed the terms of his probation.
NPPC recommendation - One year revocation. State Board decision - concurred.
NPPC Case No. 99-8, Case No. 99009, Bradley Gene Sauder:
The Respondent, during a day of substitute teaching, took six driver's education students in a school van wherein he ecouraged the students to continue with a conversation about smoking marijuana and told them that he had used it. The Respondent then permitted the student driver to return to the school parking lot, retrieve marijuana and paraphernalia and return to the school van. He then allowed the student to continue driving the school van while two of the six students in the van smoked marijuana. He did not prevent nor discourage these students from smoking while in the school van. The Respondent was found guility of the offense of contributing to the delinquency of a minor, a Class I Misdemeanor, for this incident. The Respondent had also indicated on an application for a teaching certificate with the NE Department of Education that he had never been found guility of a felony or misdemeanor or entered a plea of no contest to a felony or misdemeanor when in fact, the Respondent, in 1978 had been found guilty of the offense of insufficient fund check, uttering a forged instrument, and burglary, all felonies and had been sentenced to two years imprisonment at the NE Penal and Correctional Complex. The Respondent, in 1980, had also been convicted of two offenses of receiving stolen property and was sentenced to thirteen months at the NE Penal and Correctional Complex.

NPPC Case No. 99-7, Case No. 99015, John L. Winter:
The Respondent pled no contest ans was found guilty of indecent exposure for an incident which occured in a public park. At the time of said incident, the Respondent was employed at a middle school.

NPPC Case No. 99-10, Case No.99020, Gary Weikel:
The Respondent used school district computers to visit numerous sites on the Internet that contained pictures of nude or partially naked females. At the time of the incident the Respondent was an elementary school teacher.

NPPC Case No. 00-1, Les R. Tebbenkamp:
The Respondent was found guilty of the offense of lewd conduct in the Douglas County Court.

The Respondent was found guilty of the offense of theft of property of the Aurora Public Schools, a Class I Midemeaner, and sentenced to a six-month term of probation.

The Respondent had sexual contact, including oral sex, with a tenth-grade female student.

The Respondent was found to have had sexual relationship with a special education student while the Respondent wass employed as a teacher for the Sioux Fall, South Dakota School District.

Respondent had sexual relations with a sixteen-year-old female student.

Respondent committed a felony under the laws of the State of Nebraska by submitting false documentation and authorizing payments of $2100, $995, and $1275 from the Perkins Consortium Fund which monies were deposited in the Respondent's personal bank account.

Respondent was found guilty of one count of theft by unlawful taking and sentenced to one year of probation for unauthorized use of funds belonging to an education association for which she served as treasurer.

Respondent was found guilty of bank fraud, a felony, in the state of Alaska.

Respondent, while a special education teacher, forged the names of parents, as well as a staff member, on special education records of students.

Respondent was found guilty of furnishing false information on a title, a Class III Felony, and conspiracy, a Class II Felony.

Respondent used computer equipment of the school district and ESUs to access sexually explicit pictures and images on the Internet.

Respondent was found guilty of attempted second-degree sexual assault, a Class IV felony, and sentenced to thirteen months incarceration.

NPPC Case No. 02-03, Case No. 01018, Melissa D. McGee:
Respondent consumed alcoholic beverage and then transported students in a school vehicle; allowed students to consume alcoholic beverages, allowed students to watch sexually explicit videos and stay in motel rooms with other students of the opposite gender ; and left students unsupervised for substantial periods of time while attending a meeting in another city.

Respondent was found guilty in the U.S. District Court of Using Means of Interstate Commerce to attempt to induce a minor to engage in sexual activity, which is a felony, and sentenced him to thirty-seven months incarceration.

Respondent used school computer equipment to visit Internet sites of sexually explicit pictures and images.

Respondent littered the lawn of a school board member with beer cans and wrote comments on a car about the school board member's daughter who attended the school; Respondent invited a female student into his motel room in Lincoln and kissed the student.

Respondent, under the influence of alcohol, had sexual contact with a female student in the student's motel room. Respondent was found guilty of Third Degree Sexual Assault, a Class I misdemeanor.

NPPC Case No. 03-08, Case No. 02074, Todd Senters:
Respondent engaged in a sexual relationship with a seventeen-year-old female student and on one occasion the Respondent videotaped sexual contact between himself and the student. On May 22, 2003, the Douglas County District Court found the Respondent guilty of manufacturing child pornography, a Class III felony.

NPPC Case No. 03-12, Case No. 03016, Mitchell Moorhead:
Respondent used profanity in addressing and in the presence of students. The Respondent hit several students on the head and buttocks with a board. Additionally, he slammed a student's head onto a bench and threw two students against bleachers.

NPPC Case No. 03-14, Case No. 03042, James Dimon:
Respondent kissed a married female, not his wife, and placed his hand upon her breast, without her permission and consent. He also used a government computer to view sexually explicit material.

NPPC Case No. 03-15, Case No. 03045, Anthony Weber:
Respondent pled guilty to a felony charge of Sexual Assault of a Child and a felony charge of Child Abuse. Both charges and guilty pleas were based upon the fact that while the Respondent was employed as a teacher, he had repeated sexual contact with at least two students.

NPPC Case No. 04-01, Case No. 03012, Kathryn J. Timmermans:
Respondent was repeatedly absent from her job, and on several occasions either arrived late at work, called in late for work, or completely failed to inform the administration of extended absences. On a specific day, the Respondent arrived at work under the influence of alcohol.
NPPC recommendation - Five-year revocation with evidence of satisfactorily completing alcohol treatment program prior to reinstatement. State Board decision - concurred.
NPPC Case No. 04-02, Case No. 03020, Kevin Martin:
Respondent made an inappropriate gesture to a school board member, referred to two female custodians as the "sandwich twins" explaining that it meant "girl, guy, girl sandwich." Over a period of three years the Respondent mooned a female custodian, used profanity and made inappropriate and unprofessional comments to female basketball players.

NPPC Case No 04-03, Case No. 03008, Jon Broadbent:
Respondent used school district computer to access and disseminate inappropriate material; allowed two individuals to teach without valid teaching certificates; misrepresented Fall Personnel Report to Nebraska Department of Education; misrepresented North Central Accreditation Report; made demeaning comments about male members of the school board during a meeting with teachers; and used profanity during executive sessions of school board meetings.

Respondent was found guilty of Public Indecency and Disturbing the Peace, both misdemeanors, which was the result of the Respondent approaching an adult female while in his vehicle in a parking lot and exposing his penis and masturbating. The Respondent was sentenced to a $100.00 fine per offense and 180 days in jail.

Pursuant to a plea agreement, the Respondent was found guilty in the Sarpy County Court of Contributing to the Delinquency of a Child, a misdemeanor, a result of her son hosting a party involving alcohol and drugs while she was home and aware of the party. On January 22, 2015, the Respondent was sentenced to 24 months of Probation, 39 days of Incarceration, 40 hours of Community Service, and a $1,000.00 fine.

On or about August 25, 2014, the Respondent admitted to Columbus school officials that she engaged in a sexual relationship with a 16-year-old male student in that school system. Pursuant to a plea agreement, the Respondent was found guilty in the Platte County Court of Disorderly Conduct and was fined $500.

On October 14, 2015, Pursuant to a plea agreement, the Respondent pled guilty in the Lancaster County District Court to Sexual Assault-1st Degree, a felony, and the remaining charges were dismissed. On December 10, 2015, the Respondent was sentenced to 20-30 years of incarceration and required to register as a sex offender.

On November 9, 2015, the Iowa District Court for Pottawattamie County sentenced the Respondent to 10 years of incarceration after he was found guilty of seven (7) counts of Sexual Exploitation by a School Employee, two (2) counts of Lascivious Conduct with a Minor, and one (1) count of Third-Degree Sexual Abuse, with three of the ten counts being felonies, for having sexual relationships with two female students that included exchanging inappropriate photographs/electronic communications while he was employed as a teacher by the Council Bluffs Public Schools, Iowa.

On February 24, 2016, pursuant to a plea agreement, the Adams County Court found the Respondent guilty of Contributing to the Delinquency of a Child and Negligent Child Abuse, both Class I Misdemeanors, and sentenced the Respondent to one year of incarceration on both counts to be served concurrently in the Adams County Jail.

The Respondent admitted to Gretna school officials he engaged in a personal relationship that was sexual in nature with a female student (DOB 7-17-95) beginning in the fall of 2011 through the spring of 2013.

On October 29, 2015, the Respondent was found unresponsive lying face down on the floor of her classroom, was incoherent, and the odor of an alcoholic beverage was present about her person. On November 3, 2015, a school administrator found a glass jar on the Respondent’s desk in her classroom which contained a clear liquid that had the odor of an alcoholic beverage, then observed the Respondent teaching while under the influence of an alcoholic beverage, and the Respondent admitted to bringing alcohol to school and drinking it during the school day.

NPPC Case No. 16-12, Case No. 15035, Anthony Rahe:
On or between August 15, 2013, and October 9, 2015, the Respondent, on more than one occasion, placed a camera in the locker room for females at the school which captured female students in various stages of undress. The Respondent, pursuant to a plea agreement, was found guilty of Manufacturing-Visual Depiction of Sexually Explicit Conduct, a Class ID Felony; Possession-Visual Depiction of Sexually Explicit Conduct, a Class IIA Felony; Unlawful Intrusion, a Class IV Felony; and Unlawful Intrusion, a Class I Misdemeanor. On November 18, 2016, the Respondent was sentenced to 7-15 years of incarceration on all four counts under the jurisdiction of the Nebraska Department of Corrections and required to register as a sex offender.

Beginning approximately in the 2013-2014 school year until the Respondent’s arrest on December 29, 2015, the Respondent engaged in an inappropriate relationship with a female former student that began when she was 12 years old. The Respondent, pursuant to a plea agreement, was found guilty of First-Degree Sexual Assault Statutory Rape, a Class II Felony. On October 22, 2016, the Respondent was sentenced to 40 years of incarceration.

On or between August 13, 2015, and December 18, 2015, the Respondent engaged in inappropriate physical contact with numerous female students. On March 27, 2017, the Respondent was found guilty of Contributing to the Delinquency of a Child, two Class I Misdemeanor counts, and was sentenced 60 days of jail on each count (to be served concurrently), 3 years of probation, and fines of $2,000.00. The jail time was suspended pending successful completion of the sentence of probation.

NPPC Case No. 17-03, Case No. 17005, Sean Neal
As a student teacher, the Respondent engaged in inappropriate electronic communications with a 14-year-old female student in which sexually explicit photos of the student were sent to the Respondent in return for an adjustment of the student’s science grade, as well as adjusting upward the final grades of six other students as favors to those students without asking anything in return. One June 1, 2017, pursuant to a plea agreement, the Respondent was found guilty in the Madison County Court of Attempt of a Class I Misdemeanor – Contributing to the Delinquency of a Minor, a Class II Misdemeanor, and on August 3, 2017 was sentenced to six months in jail.

NPPC Case No. 17-05, Case No. 17035, Jessie Fisher
On April 5, 2017, the Respondent was observed by a student to be slumped over and appeared to be unconscious at his desk while other students were also present. The Respondent was observed by school administration to have an odor of an alcoholic beverage about his person along with slurred speech. The Respondent admitted to consuming alcohol into the early morning on that same date. The Respondent agreed to have his blood tested for alcohol and his blood alcohol concentration (BAC) test initially resulted as 1.69 during the late morning hours on April 5, 2017.

During the 2015-2016 school year, the Respondent engaged in an inappropriate relationship with a female student by exchanging personal text messages, having the student babysit for his family, asking the student to help dog sit where the two would frequently meet at a friend’s residence and on one occasion engaged in sexual intercourse at the Respondent’s initiation.

On April 10, 2017, the Iowa Board of Educational Examiners indefinitely suspended the Respondent’s Iowa teaching certificate with no possibility for reinstatement for a minimum of three (3) years after the Board determined the Respondent solicited and encouraged an inappropriate relationship with a student. The Respondent applied for a Nebraska teaching certificate in February 2016 and failed to disclose to the Nebraska Department of Education that he had been investigated by the Council Bluffs Public Schools and, as a result of that investigation, had submitted his resignation during the school year.

On or about January 9, 2018, in the Sarpy County District Court, pursuant to a plea agreement, the Respondent pled guilty to Attempted Delivery of a Controlled Substance, To-Wit: Methamphetamine, a Class 2A Felony. On March 12, 2018, the Respondent was sentenced to five (5) years of probation.

From approximately 2011 until February 2, 2017, the Respondent made female staff members of the Nebraska City Public Schools uncomfortable by sending inappropriate and unwelcomed communications to said female staff members; and that the unwelcomed communications included sexual comments via text messaging and in person and were perceived by the staff members as sexually harassing in nature.

On April 9, 2018, the Respondent was under the influence of alcohol on Boyd County Public School ground while school was in session. Superintendent Brown provided a breathalyzer test to the Respondent who tested positive for alcohol at a .019 blood alcohol concentration (BAC).

On December 18, 2017, in the Lancaster County District Court, the Respondent was charged with Sexual Assault, First Degree, and Child Abuse, both felonies. A trial was held on June 22, 2018, a jury found the Respondent guilty of Intentional Child Abuse, a felony. On August 2, 2018, the Respondent was sentenced to 18 months of incarceration, 18 months of Post-Release Supervision, and is required to comply with the Nebraska Sex Offender Registration Act for 25 years.

On September 11, 2017, pursuant to a plea agreement, the Respondent was found guilty in the Merrick County District Court of Assault of a Peace Officer/Healthcare Professional, Third Degree, a Class IIIA Felony; and Driving Under the Influence, 2nd Offense, a Class W Misdemeanor. On February 8, 2018, the Respondent was sentenced to 36 months of probation and ten days of jail.

On September 25, 2018, in the Saline County Court, pursuant to a plea agreement, the Respondent pled guilty to two counts of Third-Degree Sexual Assault, each a Class I Misdemeanor. On November 20, 2018, the Respondent was sentenced on each count to a $1,000 fine and 365 days in jail to be served consecutively. The Respondent also will be registered as a sex offender for 15 years.

On December 20, 2018, the Respondent was observed on video surveillance taking cash from the cash box and placing on her person while working the door at a wrestling meet. No charges were filed against the Respondent. On February 3, 2009, the Respondent’s Nebraska certificate was revoked for a period of two years after she was found guilty of Theft by Unlawful Taking when she was found to have unlawfully taken funds in the amount of $907 of the North Platte Booster Club. The Respondent was subsequently reinstated by the State Board on August 11, 2011.

A water bottle containing an alcoholic beverage was located in the Respondent’s room as well as in his storage closet.

On May 6, 2019, the Respondent was under the influence of alcohol and was observed to have slurred speech and be unsteady on her feet. The Respondent admitted to drinking alcohol during her lunch break. A Preliminary Breath Test taken that day resulted in a blood alcohol content of .225.

The Respondent tested positive for alcohol on or about April 12, 2018, and September 21, 2018, while on duty and on school grounds. After each incident, the Respondent was disciplined and referred to an employee assistance program. On or about April 17, 2019, the Respondent again tested positive for alcohol while on duty. The Respondent submitted to two preliminary breath tests and both tests showed the presence of alcohol.

The Respondent received a written reprimand and was placed on an improvement plan after showing signs of intoxication from alcohol and/or other controlled substances while teaching summer school on June 18, 2019. Said written reprimand also included allegations of a pattern of prior concerns that the Respondent exhibited behavior consistent with being under the influence of alcohol and/or controlled substances while at work. On September 12, 2019, the Respondent admitted to consuming wine while on school property and with students present.

On October 18, 2019, the Respondent was charged in Hall County District with Theft-Unlawful Taking $1,500-4,999 and Forgery-2nd Degree/$5,500 or more, both felonies. The Respondent was found guilty, and was sentenced on December 19, 2019 to 90 days of jail, 60 months of probation, and restitution in the amount of $150,000.

On September 11, 2019, an Amended Information was filed in the Lancaster County District Court charging the Respondent with Attempted Possession of a Controlled Substance (Methamphetamine), a Class I Misdemeanor. The Respondent was found guilty, and on November 6, 2019, was sentenced to 18 months of probation.

On March 8, 2019, an Information was filed in the Sarpy County District Court charging the Respondent with six counts of Possess Child Pornography-Age 19 and Over, a Class 2A Felony. Pursuant to a plea agreement, the Respondent was found guilty of four counts of the above charge. On July 22, 2019, the Respondent was sentenced to incarceration of 10-20 years on each count to be served concurrently and to register as a sex offender.

NPPC Case No. 19-29, Case No. 19038, Tara Fick
On or about March 12, 2019, the Respondent was under the influence of alcohol while she was at the Ron Witt Support Services Center when she arrived to score analytical writing papers. The Respondent admitted that she would not pass a breath test after drinking the prior evening. On November 11, 2019, Respondent was arrested for DWI, 3rd offense and Refusal to Submit to a Chemical Test. On July 1, 2020, the Respondent was found guilty of Driving While Under the Influence of Alcohol-Third Offense, a Class IIIA Felony. On August 18, 2020, the Respondent was sentenced to incarceration at the Sarpy County Jail for 18 months with 18 months Post-Release Supervision following her release. In addition, the Respondent’s license was revoked for a period of 15 years with the option of applying for ignition interlock permit after 45 days.

NPPC Case No. 21-03, Case No. 20011, Michael Reilly
On June 1, 2020 pursuant to a plea agreement, the Respondent pled guilty to one count of “Possess Child Pornography-Age 19 & Over”, and two counts of “Unlawful Intrusion Recording by Video, Photo, Digital, or Other Electronic Means." On July 29 2020, the Respondent was sentenced to imprisonment for a period of 6-15 years for one count and 1-2 years on each of the remaining counts to all be served consecutively with credit for 205 days served. In addition, the Respondent must register as a sex offender.

NPPC Case No. 20-06, Case No. 20005, Conley Straight
On January 21, 2019, the Respondent was reprimanded for unprofessional conduct, which included unnecessary and non-educationally related electronic communications with students and violated school policy. After his resignation, the Respondent gained employment in another school district for the 2019-2020 school year. On or about October 2019, the school district determined that the Respondent was engaging in unnecessary and non-educationally related electronic communications with students which the Respondent initially denied but later admitted. The Respondent continued to engage in non-educationally related communications with students and was subsequently placed on administrative leave on December 20, 2019, after students reported being uncomfortable with Christmas gifts containing lotion and candy given by the Respondent. One student who had previously received non-educationally related communications and a Christmas gift of lotion and candy petitioned the Red Willow County District Court for a harassment protection order against the Respondent which was granted and served upon the Respondent in December 2019. The Respondent was provided a notice of the cancellation of his contract at the beginning of January 2020 due, in part, to unprofessional conduct, insubordination, and neglect of duty.

NPPC Case No. 21-05, Case No. 20002, William Neubauer
On or about November 5, 2019, the Respondent wrapped electrical tape multiple times around a student’s head, covering the student’s mouth. This incident prompted an investigation by law enforcement. During the law enforcement investigation, investigators determined that the Respondent was previously convicted of driving under the influence on more than one occasion and that his authorization to drive a vehicle had been revoked by the Department of Motor Vehicles for a period of time and subsequently the Respondent was required to use an interlock device to lawfully drive a motor vehicle. The Fullerton Public Schools determined that the Respondent drove a motor vehicle owned by the school district several times while he was either revoked or required to utilize an interlock device.

From approximately March 4, 2020, through May 26, 2020, the Respondent exchanged at least 155 emails between two students enrolled at West Point. Many of those emails were non-educationally related and personal in nature, having violated professional boundaries and school policy.

On or about September 8, 2020, Gering administration were alerted about an inappropriate teacher student interaction. The Respondent sent multiple anonymous messages through a social media app on SnapChat to a female student and band member and were of a sexual nature and highly inappropriate. The Respondent testified that he sent the messages over an approximately two month period. The Gering Police Department conducted a criminal investigation and determined that the Respondent’s action did not constitute a crime. In addition, a Title IX investigation was completed and found the Respondent to be in violation of several school policies.

During the 2020-2021 school year, the Respondent engaged in a relationship with a female student which crossed appropriate boundaries by providing gifts to the student, traveling to another city with the student where the student obtained a tattoo, and going to the hotel room of the student at a state tournament and laying on a bed with the student.
