The Respondent was employed as a teacher by the South Sioux City Community Schools as a psychologist from the 2000-2001 school year through the 2013-2014 school year. The Respondent engaged in outside employment with the Dubuque Community School District during the 2013-2014 school year at times which conflicted with her duties and responsibilities with the South Sioux City Community Schools. She claimed to be sick or caring for a sick family member on days when she worked for the Dubuque Community School District as a consultant. In doing so, she failed to follow South Sioux City Community School Board Policies No. 402.3 and 403.6. Further, beginning on and after August 12, 2014, the Respondent did not adhere to the terms of her teaching contract with the South Sioux City Community Schools for the 2014-2015 school year. The school district was unable to hire a school psychologist to take her place for the school year. NPPC recommendation – One-year Suspension for abrogating her school contract. The NPPC further recommends an additional One-year Suspension for engaging in deceit and misrepresentation by not using sick leave for the purpose for which it was intended and working for another school district while she was out on sick leave. The Respondent, while administering the 2015 NeSA writing assessment to 8th grade students took pictures of students’ computer screens which contained secure test materials, examined and discussed student responses to items, provided answers to students, and arranged places where students could discuss test items.
